It is. In all the time I've been here there never was much discussion here for whatever reason, but we still get submissions of fanart on a regular basis. 
This of course is all thanks to people like you!

By the way, for clarity, "vector art" means "Vector Graphics". As in this kind of graphics: en.wikipedia.org/wiki/Vector_g…; If you want to submit artwork of Lucy or Nana with their vectors, that's obviously fine. Please do.

Yes, sorry. We decided on that a while ago, because vectors tend to be essentially traces of promo art or screenshots, and if we didn't ban that the whole gallery would quickly fill up with identical artworks. So its just an extension of the same rule against posting screencaps and traces. Its just that some artists didn't understand how the "no traces" rule applied to vector art. If you post something that clearly isn't a trace, I might allow it.
